How do you transform as a werebeast?

I've heard that you can transform as a werebeast...how do you do that? Is it a quest, or do you just have to hit a certain level?

at lvl9 u get a quest from the city elder guy. U go to this guy called the hermit and then he tells u to kill some monsters.
After u finish the quest the skill to turn into a tiger will become available. Learn it from the appropriate skill NPC and
there u go. Enjoy.
