I don't think we have to worry about "random" people. Once the clan is created and we meet ingame I am sure there is plenty of time to get known to each other and find out who fits to the clan and who not

Yeah but there are some people who join a guild, then leave a day later. Getting to meet them and finding out if they're gonna be loyal/active or not is a good idea.
