This probobly was said before, but i can't find it so...

How do u craft a weapon to have 3 stars?

You have a certain chance to craft an item that has more stars, the higher the stars count, the lower the chance to get it.
So it's pure luck.
Some say reputation points affect this but i doubt it.

Glowing has nothing to do with this.
