What's the use of the monster(goblin) NPC between LI Mengbai & Hou Ren Xi found at Dragon City West?

You can transfer the +1/2/3... from one item to another of the same grade. If your friend with a +4 lvl70 heavy armor quit game, you(being a mage, wearing robes) can use the npc to switch the upgrade to your stuff.
