I'm pretty sure buffs don't stack. >< It really sucks when they wear off during a boss fight, though. You have to wait for them to run out entirely or whatever. The effects don't stack either because if they did, they would be giving us majoooor stat boosts and the game would be too easy! :P
Of course the Physical Def and Magic Def buffs are essential to max out first, they're my favorites. XD They help ALOT. Once you start fighting with pretty good buffs and you try fighting without them, it's just alot tougher.
If you have alot of mages in your party, maxing out the magic attack one is great, too. It was the second one I maxed out actually. ^^ It gives you a 70% boost instead of the 60% the other buffs give you. Also more magic attack = better healing if you're a support cleric.
The last one that I haven't maxed out yet is the HP/MP regen buff. >A< It just costs so many points...I can't really comment on it's usefulness yet, sorry.

Regen buff is great for grinding. As you probably noticed. Most PW potions when used regenerates and not get the full amount of the pot immediately. It also adds to the heal spell that regenerates HP. I've manage to level up my Yu Ling to lvl 60+ with only level 1 attack skills but maximum buff skills but you'll need expensive equipment to do this.
