There are a lot of different builds for YuLing. There's not a " best" build for it. Just read around these forums and try and figure out which one you like best :]

There is no "best" build. I can say the best build is the STR/DEX, but others will say INT/CON. The "best" build you can use is the build which you're most comfortable to play with. The related threads guide players on stats and gameplay tricks that we can use in the game. It will always fall on you what build will suit you. P.S. OMG a Filipino player ... sorry, couldn't help it. Check the PW-Ph boards, there's a lot of guides about Yulings you can use. And like I said, no "best" build.

While there's no 'perfect' overall build, there are builds that are better suited towards certain aspects. A full/heavy int build will be well suited to grinding on monsters, especially magical ones. A full/heavy con build will do better in pvp and certain boss fights.
Sure the general ideea is that a priest is supposed to be rear support and not involved in combat. Also that you'll want to party more often than not. But that's not how it really happens. In a FB you'll often get the occasional heal aggro when the tank body pulls a mob, doesn't get hits on it, you heal and the mob goes for you. Sure, a good tank will intercept with a taunt but there's the problem of lag, human reaction time and such. In times like these you'll find that a bigger hp pool to fall back on is a lifesaver. And it's not just your xp loss at stake, if the priest dies it will set back your group alot while you run back from the town (unless there are other living priests in your group or you use res scrolls). Also many higher level bosses aoe. Sometimes you can't outrange and other times (especially after you get your 59 channeled heal) you'll have to get in range and bare with it while protecting the tank. Often bosses with ranged attacks move around which means you might get in aoe range and die. By all this i want to point out that con can't be overlooked.
But past this, it's your decision on just how much you'll invest in con, int or other stats. The extra int of an int heavy build will help you kill things faster, hence faster levelling. You can't always rely on finding parties, and you'll often have to get your hands dirty and kill things by yourself.
What i'm getting to is, you have to find a ballance between your int and con stats. Here's where the money issue occurs. If you feel you're rich enough to get 3 star gear with 2342 sockets and rank 4242423 hp stones, by all means go full int. You can even make yourself multiple sets for whatever task you want to accomplish such as a pdef set for phisical mobs and a hp one for magical ones. Basically, if you have enough money you'll be good no matter what your build is.
So instead of a build, try assesing your condition every level up. You gained alot of money and your gear is now better? Go int to get more damage and grind faster. You just came back from 10 deaths in a fb because you got aoe'd down or aggros killed you before your tank reacted? Consider pumping some con. If you have too much int or con you can even it out as you level by investing in the opposite stat.
As for a dex build for light armor. It sucks. For pve at least, maybe it's an advantage in pvp. But after level 50 you won't want to get anywhere near phisical mobs no matter what your pdef is. And if you get a choice to grind on magical mobs why not do that while using points you otherwise have spent on agi to get yourself more hp or more damage.
