does it only affect party members, since its a party-defense buff?
can i buff myself with this even if im not in a party?

thanks. You can buff yourself with it even if your not in a party. but when you are in party, your party members will get the buff when you use it.

does it stack with "outer sutra" pdef buff as well?
or does the game only allow just one pdef buff, and not aura of steel+outer sutra?
