I have read some of the guides, however, I'm not sure. Does maxing skills means repeat use of the skill to gain skill exp or you will automatically get to learn the skill when your character levels up?

I'm guessing you haven't played the game yet  Anyway, for skills, you have to buy them which in-game " yuan" and " soul points," which you get from killing monsters and doing quests. Every few levels you get access to more skills and also able to upgrade your current skills if you have enough money and stuff. You don't get like 1 skill point a level to put in a skill like some other games though, and you don't have to repeatedly use skills to level them up.

so does that basically mean i can max out all skills? i mean if i need sp i can just kill some monsters right?

theoretically yes  but it takes looooooooooooooooooooooooooooooong to max out all skills

maxing ur skills makes greater damage thus, consuming more gold and soul.. XD
