Does Anyone know If you have to make new characters for International I you had one on the Malaysian server?

Yes, you have to start all over again.

Characters are bound to a specific server.
You cannot even play with one and the same character on both MY-EN srevers.
Once you have created a character on the MY-EN Delphi server, you can only play with this character on the Delphi server.
