At level 9 you should get a new quest thats in gold text. Highlight it an arrow should guide you

I've forgotten how many of those you need to kill. Could someone kindly tell me, thanks in advance.
I'm also a little fuzzy about what you do next. I believe you have to go and speak to
this guy again, but I'm not sure.
After you finish the quest go to a skill trainer and the transformation skill will be available.
Again if anyone could fill in the hole for it'd be great.
