Well I have a bunch of Celestial Stones sitting in my inventory having no clue what to do with them. Should I Npc them? or maybe collect and trade them to the Stone collector and get a mirage stone? (this may be a nooby question) but what do you thing to do with them?

Mirage stones are actually pretty useful. Because of the constant failure rate when refining they can be ignored easily but...they can still be worth it.

Anyways yeah. If you NPC them you get 1k per fragment or 3k per stone which is roughly 25k. While Mirage stones sell to players for around 40k or more. So even if you're just planning on selling the stuff, you'll make a better profit with mirage stones. (Or just try selling the fragments as well, lots of people who are trying to refining their equips will buy it if you price it right.)

When you refine your equips with mirage stones it adds a +xxx to the equip. For armor it raises defense, and for weapons it raises the attack power. Maximum is +12 but even getting it to +2 can be a pain because the success rate is so low. There's no real point wasting mirage stones on low level stuff, but you can save them and try using them later as you gather more.

You'll go through a LOT of mirage stones getting anything refined well so...

Either a quick profit or a (small) chance of having some pretty snazzy equipment in the future, that choice is yours.
But if you're going to sell try selling to players through stalls or auction houses, so you'll make a bigger profit. :3

On a side note you can use dragonballs to increase the succes rate of mirage stone to 100%!
You can craft them at the master of sinthesy, only problem is I still don't know how to get the materials!!
