Anyone know where I can find the person that sells this stuff? Seems like the NPC in Dragon City only sells military Rank 1 items.

I just went to dream port to get my Equi, but all i can get is nothing. Xena only wants me to give something if i reach 60.

Is there lvl 40 Military Equiment around? If yes, where can i get it?
