If you want to be a tanker you dont need Dex, Only for the equipments
And if you wanna be a pure tanker, Then go all con, and str only for wep and equipment.

If you wanna be successful in higher levels, you will need heavy armor, i suggest go with axe, well thats what im using :P and im doing pretty well. Well if you can afford it, put some on dex but not alot, since it will hurt you later on.

just enough dex for weapon if u wanna be more of a tanker than anything else.

a basic rule of thumb is that if u have enough str/dex for the most updated weapon u are using, then u will have more than enough str/dex for the most updated armor for your lvl.

dex for this class primarily for pvp only. Evasion is almost non descript for this class, too little benefits.

world annihilation L59 skill is a PVP aoe skill, its not for tanking.

as for type of weapon u wanna use, what i suggest is that u get information for the high lvl axe/hammers in game and determine approximately how much str/dex u need from there. For any type of build, regardless of tanker or pvp build, u should be aiming for some type of weapon post L80+.

for most werebeast builds, the ideal L70 legendary gold class axe (berserk warrior Effect) will be an excellent choice and will last u all the way to the post L90+ lvls depending on what kinda weapons u are able to access along the way. That axe drops only from L69 instance 2nd boss and has excellent +hp(185) and +con(11+) stats along with berserk warrior effect. all axe/hammer warriors and beasties' ideal weapon of choice L70 onwards till they get the excellent L80-90+ alternate dungeon weapons of course.

Ok i don't really know which you'll go for, but judging werebeast, there's few ways for skills

1st, main in human type skills, sub in tiger transform skills
2nd, vice versa for 1st
3rd, solely in human type skills
4th, solely in tiger transform skills

i never tried human type lv 59 skills(i call it ultimate skill), i owned a lv 61 tiger(which is 4th type, solely train tiger skills)

I found that i lv quite slow, because i can't do AoE early stage, until i'm 59.
Even i'm 59, i only have 1 AoE skills. But for tanking purpose, tiger type far more superior than human type. Look at this skills, if i'm translated correctly, find the desciption of this skill. [Tiger Possession], [Sky shattering Ground Crack](something like this)
Uber tanker need this skills Smile

Oh and Don't forget you have a skill can cover your loses of accuracy, which lowered your hp. Check this skill [Blood-Converted magic] Well, this skill helps alot if you're going for heavy tank type, you don't need much dex except following your armor and weapons need as k3mistry mentioned.

in tiger form, u have 2 aoes. For tanking purposes against bosses, the first 3 tiger form skills are excellent choices to max out.

honestly, when lvlling, i find it almost unnecessary to use the blood converted magic buff, that buff is primarily a pvp buff against dex type classes. 80+% hit rate against mobs are good enough, a couple to a few misses wont kill u. blood converted magic though is an excellent buff when u are in AN AOE PARTY and when u need to constantly AOE the mobs to hit them so that they will follow u back to the main aoe party consisting of a couple of archers or an archer + mage or a couple of mages.

dex for werebeasts, i stress again is primarily for pvpping against dex based builds only.

by the time u are L90+, i can assure u that u will have almost enough skill points or soul points or watever u call them to nearly max out each and every single werebeast skill from all trees.

Yeah, I was wondering that too. I want to use double axes becuase I love the weapon, and I was happy when I found out I could use it here in PW.

I want to go a full 100% tanking character. My guildmates are for doing damage, I'm there to keep the heat off them, and buff them as well. Here is what I've figured out so far;

Only put STR/DEX stats for weapon/armor requirements. The rest pour all into CON. I don't know if any INT is required for anything. I read that our skills take a lot of MP... And choose Heaven faction.

I still haven't played the game yet, I'm downloading it but my connection is terrible.
Is there a limit to how long you can be tiger form? Can you be tiger/human as long as you want?

What weapon and form is the best for Tanking? You said tiger form is best becuase of skills for tanking, but I will still have points left over to upgrade some human skills, right? I would really like to use double axes, but what do weapons have to do with tanking ability? Think
