Good Wuxia is can use 2 weapon , it have balance between dmg and accuracy Heavy - Long Weapon Long - Short Short - claw

i am going for a wuxia sword or blade so can anyone explain to me the difference between the two weapon? Also what is the best way to distribute stats for my sword/blade build.

I don't get why claw have to stuck with light armor....
Does light armor give evasion bonus or something? Cause if you have enough strength, there are no reason not to use heavy. In term of pure physical defense, low level heavy has better defense than light armor of higher level.
