i know its l8 to answer your question but i think you're talking about the dragon emissary the quest that ye gong gave...its in the place where you first appeared in the game...

no no no this quest doesnt need any items but the quest after this... the very 1st place you appear in this game
Facing Ones Fear -> Dragon Seeking Quest(this needs loot of items)
