Hey, guys... I am a level 30 yao jing, and I'm sick and tired of running or teleporting from one place to another. I was told that my race actually gets to fly. what level is this? what quest? and who is the npc that gives this quest. Thanks in advance...

This question has been asked and asked. Search the forums next time. But you get to fly at level 30. I think it's the Elder in Dragon City that gives the quest, I'm not 100% sure about this as I didn't do the quests, I always bought my flying mounts.

the elder of dragon city gives you the quest. sends you back to an NPC near beast city. for me it only required 5 leather bags then there comes the flight.

Thanks guys! I got a sting ray but he asked me for blunt claws and not a leather bag...
